How do some countries treat the homeless
USA
The number of tramps is amazing in the USA. The Government has taken most measures to treat these tramps. One of these measures is “decade program” which is conducted in 300 cities to help tramps, which is really a big work. In 2008, George W. Bush, the President that time appropriated U.S.$4.4 billion from the annual budget as the expense of this program, including building more than 40 thousand domiciles and providing basic facilities such as roasters and washers, etc. In order to help tramps, US Government has ever provided aids to poor people specially. In order to reduce homeless problems, US Government sets special social benefits system to assist poor people, such as housing subsidy, free medical service, and exemption from personal income tax, etc. There are more than 30 thousand tramps who don’t have jobs or don’t expect jobs in New York, forming a city of maximum tramps. In the city, Government provides U.S.$600 to them monthly and some private missions also supply Hamburg and other food at the free charge. The “Coalition for the Homeless” has always sent a truck to offer fruits, milk, bread, soup and other food to the homeless tramps under its “Emergency Food” project and this action has lasted for decades.
Australia
Australia is one of the countries that carried out social benefit institution firstly. There are about 105,000 homeless people every evening, among whom about 16,000 people lodge in open streets. Europe
In Feb, most of the members of European Parliament required Council of the European Union to “study new policies ASAP and hurry up to solve the increasingly severe tramp problem in Europe”, while the plenty of idle houses in European countries were deemed as the sally port for the implementation of new policies.
Spanish is the country of maximum idle houses and some cities have started to launch the measure; France entitled Public Management Units to acquire idle houses by legislation to allow homeless tramps to live in 1945 and the maximum residence term was 7 years.
Japan
Japanese Social Security provides that the unemployed people who don’t have income at all may get a certain unemployment subsidy every month; the old people who don’t have work ability and keepers may get the aforesaid subsidy and enjoy the policy such as half house charge, free water use, and health care, exemption or half exemption of downtown transportation expense. If they have minor children, they may get an additional subsidy.

China HK
The Government provides about HK$2,000 to aid outliers every month to maintain their basic lives. There is a “football team of tramps” in HK. Tramps will get back esteem and social value by participation in the match and return to normal lives. The phenomenon also drives people to think about how to treat tramps.
